Wang Qiong, female, Han nationality, a CPC member, was born in 1988, enlisted in the military in 2006, demobilized in 2008, and is now a community police officer with the rank of police sergeant class-III at the Dunhuang Road Police Station of Qilihe Sub-bureau of Lanzhou Municipal Public Security Bureau in Lanzhou, capital city of northwest China's Gansu Province.
Wang Qiong was once a signaler assigned to a communication unit under the PLA Xinjiang Military Command before demobilization. In 2019,when she worked at the Xiaoxihu Police Station of Qilihe Sub-bureau acting as a community police officer of the Xijinqiao Community under the Xiaoxihu Sub-district, she was acutely aware of the harm of telecom fraud with the high incidence of telecom fraud cases, started to engage in anti-telecom fraud publicity and designed different anti-fraud early warning methods for different groups of people.
"Do you know the eight soul-searching questions on anti-telecom fraud?" In order to make the elder residents in the community understand the importance of fighting against the telecom fraud, Wang Qiong presented the mugs with the questions printed on the outside face of the mug to the residents of the Xijinqiao community. Uncle Zhang living in the community is over 70 years old this year. Each time drinking water with the mug presented by Wang Qiong, he will notice the anti-telecom fraud publicity slogans on the outside face of the mug. "It is a good idea that distributing the mugs printed with the publicity slogans among residents," uncle Zhang praised.
Combining anti-telecom fraud and the COVID-19 pandemic prevention and control, she contacted the mask manufacturer to customize a batch of masks with anti-telecom fraud information printed on the masks, and distributed them to the residents in the communities. The move has also been followed by police throughout the country.
As of now, the anti-fraud short videos Wang Qiong has participated in producing have been played more than 100,000 times, with more than 600,000 direct audiences. She has visited almost all the households in the Xijinqiao community to publicize the anti-telecom fraud knowledge, and helped the residents avoid economic losses worth more than 2 million yuan. With her promotion, more than 2,000 people in the Xijinqiao community have registered with the National Anti-fraud Center APP.
Liu Liang, male, Han nationality, a CPC member, was born in 1984, joined the military in 2002, retired in 2018, and now serves as acting deputy chief of the special operations group under the Changchun fire rescue detachment in Jilin Province.
Liu Liang has been working in the front line of fire rescue for 20 years since joining the former firefighting troops under the Chinese People’s Armed Police Force in 2002. In the past 20 years, he has participated in firefighting and other rescue operations for more than 5,400 times, successfully rescuing more than 470 people in distress, won merit citation class-I for three times, merit citation class-II for four times and merit citation class-III for seven times.
"Most of the time, the distance between life and death is one second, as a Party member, I must rush ahead!" He said that as fire and rescue workers, saving people in distress is their contribution to the society.
On June 1, 2013, a fire broke out in an underground shopping mall in Changchun. Liu Liang led a fire fighters' team to arrive at the scene. Braving the smoke and heat, he rushed into the fire three times and rescued 17 people. After learning that there was still a watchman trapped, Liu Liang quickly replaced the air respirator and rushed into the fire again. He groped his way, searching carefully, and finally found an unconscious man in the corner of a counter. Liu Liang immediately put on an air respirator mask for him, and picked him up to evacuate. No sooner had Liu Liang rushed out of the fire than the ventilator sounded its alarm. After the two escaped safely, Liu Liang fainted.
In 2018, the armed police firefighting troops were collectively retired from the active service and transferred to the Ministry of Emergency Management to continue fire-fighting and emergency rescue for various kinds of disasters. "Salvage under ice" has always been a difficult problem for emergency rescue. Liu Liang has acted as a diver training instructor in the province for six consecutive years, and has trained more than 70 professional backbones.
In 2020, when Liu Liang was the leader of a fire and rescue station under the Changchun fire rescue detachment, the fire and rescue station was conferred the title of National 119 Advanced Firefighting Collective by the Ministry of Emergency Management. In 2021, Liu Liang won the China Youth May Fourth Medal, and was awarded the title of National Emergency Management System Class II Model Hero and China Firefighting Loyal Guard.
