近日，美国海军“康涅狄格”号核潜艇发生碰撞事故。美国军方刻意拖延和隐瞒事故详情，碰撞事故发生后时隔5天才发表了一份语焉不详的简短声明。随后，美国海军官员匿名证实，事故发生区域为南海。
The nuclear-powered submarine USS Connecticut recently had a collision incident, but the US military deliberately concealed the details of the incident and delayed the release of relevant information, with only a very vague and short statement released five days after the incident. An anonymous US naval officer confirmed later that the incident happened in the South China Sea.

The USS Connecticut is one of the three Seawolf-classfast-attack submarines currently serving in the US Navy, boasting the strongest combat force and highest sensitivity. The term “attack” explains its purpose.
此次核潜艇碰撞事故，再度折射出美国政客骨子里的“好战基因”。有研究机构统计，自1776年独立以来，在其240多年的历史中，美国没有参与战争的时间不足20年。尤其值得注意的是，就在今年9月，美国国会众议院批准了2022财年国防授权法案，这一法案将为美军提供约7780亿美元的预算，较拜登政府此前提出的预算增加了250亿美元。作为全球新冠肺炎疫情最严重的国家，美国不努力应对疫情、发展经济、稳定民生，却对军费开支有求必应，充分表明了其穷兵黩武的好战本质。
The collision incident reflects the “bellicose genes” running in the blood of American politicians. According to the statistics of some research institutes, in its history of more than 240 years since America gained independence in 1776, there have been less than 20 years when the country didn’t engage in a war. What calls for special attention is that the “National Defense Authorization Act for Fiscal Year 2022” approved by the House of Representatives in September this year will provide the US military with a budget of about USD 778 billion, an increase of USD 25 billion compared with the previous budget proposed by the Biden administration. Being the country hit hardest by COVID-19, the US has done little to fight against the virus, recover the economy and guarantee livelihood, but has nodded to all requests for military spending, which fully reveals its militant nature.
此次核潜艇碰撞事故，再度折射出美国对他国事务“干涉成瘾”。历史上，美国为维护和巩固其霸权地位可谓不择手段。冷战结束后，美国更加肆无忌惮地推行干涉主义，频繁输出“颜色革命”，留下一个个烂摊子，导致中东欧、中亚、西亚北非多国至今政局动荡，民众被拖入灾难深渊。美国作家威廉•布鲁姆在《民主：美国最致命的输出》一书中指出，二战结束以来，美国试图推翻50多个外国政府，其中大部分是选举产生的；粗暴干涉至少30个国家的民主选举；试图暗杀50余位外国领导人。
The collision incident reflects America’s addiction to meddling in other countries’ affairs. The US has a history of resorting to all hooks and crooks in order to maintain and consolidate its hegemony and domination. After the end of the Cold War, it began to interfere in other countries more unscrupulously by exporting “Color Revolution” to one country after another and leaving them in chaos and ruins. Because of its interference, many countries in Central and Eastern Europe, Central Asia, Western Asia and North Africa are still struggling in political turmoil and their people suffering in the abyss of misery. In his book, America’s Deadliest Export: Democracy, William Blum said the US has tried to overthrow more than 50 foreign governments since the end of WWII, most of which are elected. It has grossly interfered in the democratic election of at least 30 countries and attempted to assassinate about 50 foreign leaders.
就在“康涅狄格”号核潜艇发生碰撞事故前不久，美国、英国和澳大利亚三国宣布建立新的三边安全伙伴关系，支持澳海军建立核潜艇部队。不仅如此，美还将向澳出口可搭载核弹头的“战斧”巡航导弹。这些举动严重违反《不扩散核武器条约》精神，冲击国际核不扩散体系，破坏东南亚无核区建设，给地区安全带来严峻挑战。
Shortly before the collision incident of the USS Connecticut nuclear-powered submarine, the US, Britain and Australia announced to form AUKUS, a trilateral security partnership, under which the US and Britain will help the Australian navy build a nuclear-powered submarine force. Furthermore, the US will also export to Australia the Tomahawk cruise missile that can carry nuclear warheads. These moves seriously violate the spirit of the Treaty on the Non-Proliferation of Nuclear Weapons, send shock waves through the international nuclear non-proliferation system, sabotage the efforts to build a nuclear-free zone in Southeast Asia, and challenge regional security.
无数事实告诉世人，美国是当今世界不稳定性和不确定性加剧上升的真正源头，是国际规则和世界秩序的肆意践踏者，是世界和平的最大破坏者。“康涅狄格”号的魅影再度提醒世人，必须对“好战成性”“干涉成瘾”的美国保持高度警惕。
Countless facts are telling the world that the US is the No.1 source of the mounting instability and uncertainties in the world today, the egregious saboteur of international rules and world order, and the biggest disruptor of world peace. The USS Connecticut incident is a new reminder that the world should stay on high alert against the US that’s obsessed with war and addicted to interference.
