The Communist Party of China (CPC) was founded in Shanghai. On June 3, the Memorial of the First National Congress of the Communist Party of China was opened to the public and attracted numerous visitors. In the memorial, a tall armed policeman was telling visitors stories about the CPC’s history. He spoke loudly and clearly and answered the visitors' questions with ease and accuracy. He was Li Shuai, a college graduate-turned soldier majoring in broadcasting and hosting and the 100th volunteer docent cultivated by the 10th Squadron, 4th Detachment of the Shanghai Corps of the Chinese People's Armed Police (PAP) Force.

The Memorial of the First National Congress of the Communist Party of China has a group of docents from the 10th Squadron. Their upright posture, stentorian voice and high spirit always make them eye-catching figures among the crowds.

When the Memorial for the Site of the First National Congress of the Communist Party of China was expanded in October 1998, thirty armed policemen were dispatched by the squadron to assist with the construction. After the expansion project was completed, they put forward their applications to be volunteer docents to the memorial.

More than 20 years have passed, during which generations of officers and men of the squadron have served as volunteer docents at the Memorial for the Site of the First National Congress of the Communist Party of China and the Memorial for the Site of the Second National Congress of the Communist Party of China, expressing their commitment to the CPC’s faith.
