The 2021 conference on Taiwan affairs concluded in Beijing on January 18, drawing close attention from the island.

大陆2021年对台工作会议18日在北京闭幕,这在岛内受到高度关注。

The Taiwan-based United Daily News reported on January 19 that the annual conference on Taiwan affairs is the most important meeting held by the relevant authority of the Chinese mainland, which aims to discuss the situation of cross-Strait ties and make arrangements for work related to Taiwan affairs next year. Wang Yang, a member of the Standing Committee of the Political Bureau of the Communist Party of China (CPC) Central Committee and chairman of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), stressed at the meeting that the central government encourages business people from Taiwan to participate in the implementation of the 14th Five-Year Plan and the coordinated regional development strategies and supports Fujian Province in exploring a new path for cross-Strait integrated development.

台湾《联合报》19日称,对台工作会议一年举行一次,是大陆涉台系统最重要的年度会议,会中探讨当前台海局势并部署新一年对台工作等。中共中央对台领导小组副组长、全国政协主席汪洋在会上强调,支持台商参与十四五规划实施、大陆国家区域协调发展战略,支持福建探索海峡两岸融合发展新路。

Wang required all regions and departments of the mainland to act while upholding the concept that China is a responsible major country, enhance their political judgment, awareness and enforcement, and effectively put into practice relevant decisions and arrangements made by the CPC Central Committee.

汪洋同时要求大陆各地区各部门要胸怀“国之大者”,提高政治判断力、政治领悟力、政治执行力,把中共中央相关决策部署落到实处。

The Taiwan-based news portal udnnews.com said that at the conference, Wang reviewed the 2020 conference on Taiwan affairs held last January and noted that the cross-Strait situation is more complicated and grave this year. He also called for upholding the one-China principle and resolutely opposing any secessionist activities by "Taiwan independence" forces. As far as the policy toward Taiwan affairs is concerned, Wang stressed the need to take “targeted measures” and enhance the effectiveness of policies “benefiting Taiwan and its people” while vigorously promoting cross-Strait youth exchanges.

台湾联合新闻网称,回顾去年1月的“2020年对台工作会议”,汪洋当时坦言台海形势更加复杂严峻,强调坚持一个中国原则和坚决反对与遏制任何形式的“台独”。在对台政策上,他当时强调要“精准施策”,提高“惠台利民”政策实效,同时要大力推动两岸青年交流。

In response to the conference, Taiwan’s Mainland Affairs Council responded on the night of January 18 that it had noticed the mainland’s stance toward Taiwan released at this conference and the mainland’s plan to take integrated measures to oppose “Taiwan Independence” and promote national reunification. It hoped that the mainland and Taiwan would “carry out constructive cross-Strait dialogue and exchanges without any prerequisite, in the spirit of mutual respect, goodwill, and understanding.”

针对大陆对台工作会议,台湾陆委会18日晚回应称,注意到大陆借会议重申对台主张,开展“反独融合及促统”的年度工作,希望“本于尊重、善意理解的态度,不设前提进行两岸建设性对话交流”。

Liu Shing-ren, an associate professor from the “Graduate Institute of National Development and Mainland China Studies” of Chinese Culture University in Taiwan, recently published an article in the website of Yahoo Kimo News, saying that on the eve of its 100th founding anniversary, the CPC leaves some flexible space in its policy on Taiwan affairs, and Taiwan should avoid misjudgments and misconceptions. For instance, the “Taiwan New Constitution Foundation” organized its 100 branches across Taiwan to form the so-called “united front for new constitution,” in an attempt to make “new constitution” a regular, organized movement. It declared that it would establish branches of the “united front” across Taiwan. “The related movement is not only a serious provocation for Taiwan’s current ‘Constitution’, but will also deteriorate cross-Strait ties and cause the US-Taiwan-mainland relations to face unpredictable risks,” Liu said. “As long as separatists persist with the so-called ‘Taiwan independence’ and carry out regular, organized activities to seek internationalization and popularization of such movement, the mainland will tighten its policy toward Taiwan.”

台湾文化大学国发大陆所副教授刘性仁在雅虎奇摩新闻撰文评论称,中国共产党建党百年之际,对台工作会议保留弹性空间,台湾方面要避免误判误读。例如“台湾制宪基金会”1月汇集全台各地超过100个团体,共同发起成立“台湾新宪联合阵线”,让推动“新宪”变成常态化、组织化的运动,并且今年将陆续在各县市成立联合阵线的分会。“制新宪不只是对现今中华民国宪法权威的严重挑衅,更会激化两岸关系,使美中台陷入无法预测的风险,只要台独不死心,积极推动新宪常态化、组织化、国际化、普及化,相信大陆当局必会采取更为收紧的对台政策。”

Yok Mu-ming, chairman of Taiwan-based New Party, wrote in an article published in China Times that “Time is running out for Taiwan, and it’s time to rethink the ‘One Country, Two Systems’ principle.” The Taiwan authority believes that given Taiwan’s location of strategic importance, they could borrow the strength of foreign influence. However, they don’t know the so-called “strategic importance” will easily turn Taiwan into a battlefield, and Taiwan’s strategic value for the US is actually very limited, said Yok Mu-ming. As the article noted, “the US is no more than one of our business partners who always attempt to take advantage of us and even exploit Taiwan like a ‘colonial master.’ In this context, how could Taiwan expect amity with the US? Today, the mainland is an indispensable market for Taiwan. Where will Taiwan go in the future if it maintains political confrontation with the mainland?” Joe Biden will soon take office. It will be uneasy for him to deal with the mess left by his predecessor Donald Trump. In this case, how can Biden have time to respond to Taiwan’s request, noted the article. If Taiwan still rejects “One Country, Two Systems,” will it continue to woo the unreliable US or wait for the realization of “One Country, Two Systems” which seems inevitable?

“留给台湾的时间已不多,是该重新思考一国两制的时候了!”新党荣誉主席郁慕明在《中国时报》撰文称,台湾自认战略位置重要,能够挟洋自重,孰不知所谓“重要”使台湾极易成为战场,而实际上对美国的战略价值又十分有限,“美国充其量不过是我们做生意的客户之一,时刻不忘占我们便宜,乃至以宗主国姿态剥削台湾,又何来‘亲’可言?今天大陆实为台湾赖以为生的市场,如继续政治对立,台湾前途该何去何从?”文章说,现在拜登即将上台,光是处理特朗普的烂摊子就不是容易事,还有什么闲工夫理会台湾?如果坚持反对“一国两制”,那是要继续“孝敬”不可靠的美国拒绝统一,还是坐等最后“一国一制”的结果?

The Hong Kong-based China Review News commented on January 19 that this year’s conference on Taiwan affairs was held just before elected US president Biden takes office and put forward “one judgment” and “four tasks,” indicating that the mainland has full confidence and firm determination in having the cross-Strait situation under control in the future. Despite the changing external environment, the mainland still overcame difficulties and made progress in handling Taiwan affairs last year. Considering that the mainland faces a positive timing and situation in the Taiwan question this year, there is a cautiously optimistic outlook for cross-Strait ties.

香港中评社19日称,大陆今年的对台工作会议在美国当选总统拜登就职前夕举行,会议做出“一大判断”、提出“四大任务”,显示大陆对掌控未来台海情势有十足的信心和决心。去年大陆对台工作应变求变、克难前行,今年“时”和“势”都在大陆这边,两岸关系前景审慎乐观。
