Zhongguancun facilitates development of military-civilian integration parks

The Zhongguancun Management Committee held a news briefing on Friday to issue the Opinions on Promoting the Construction of Science Parks featuring Military and Civilian Integration, which guide Zhongguancun Science Park in integrating services, modes and mechanisms to combine military technologies with civilian industries.

The opinions propose that, by 2022 over twenty military-civilian integration parks should have been cultivated, and be home to more than 500 civilian-owned military enterprises producing a number of military and civilian technologies with independent intellectual property rights.

The opinions also point out five factors in the park's construction: its significance, the general idea, key tasks, standards and safeguard measures.

In terms of key tasks, the opinions propose that the park will establish a special organization composed of professionals with national defense and scientific research capabilities, and set up a sound, normalized and scientific system for the integration of military technologies and civilian industries.

Zhongguancun will also establish a public service platform for information exchange, R&D, pilot testing, inspection and evaluation of credit ratings. The park will support enterprises to carry out cutting-edge and game-changing technology research and development to meet the demands of national defense, cultivate technological achievements with independent intellectual property rights and independent brands, and combine advanced technologies with the development of the park itself.

The military-civilian integration park is to set up a military-civilian science and technology collaborative innovation center, undertake projects for national defense construction, and organize enterprises and related institutions to complete corresponding technology R&D and engineering tasks.

According to the opinions, qualified military-civilian integration parks should satisfy the following selection criteria: first, at least three professionals should be engaged in the integration work of military and civilian technologies, and the total building scale should not be less than 10,000 square meters.

The public area to connect with defense agencies and demonstrate civilian and military technologies should be not less than 800 square meters. Institutions involved in military and civilian integration technologies should not number less than 20 and should account for over 60 percent of the companies.

Second, it is necessary to formulate a development scheme, clarify the positioning, development goals, implementation path, and key tasks of military-civilian integration industries.

Third, the park should possess specialized services for the integration of military and civilian technologies, and establish a database of related enterprises, industries, products, projects, and requirements.

Fourth, such parks should hold regular activities designed to integrate civilian and military technologies. According to the overall requirements of the park’s construction, the park must conduct more than ten special activities related to exhibitions, connections and information releases with national defense each year.

Regarding safeguard measures, the opinions state that the first measure is to establish an evaluation mechanism for the military-civilian integration parks, and a comprehensive assessment of these parks needs must occur every year.

The second is to provide corresponding policy and financial support to operating units and innovation entities entering the park. The third is to conduct regular training, exchanges, study sessions, visits and other activities.

The fourth is to strengthen the daily management of branch parks. The development of scientific and technological activities featuring military and civilian integration will be guided by these management organizations.

Zhao Wei, deputy general manager of the Zhongguancun Military-civilian Integration Network and Information Security Industrial Park, said that the introduction of the opinions is to guide the construction of a demonstration science park integrating military technologies and civilian industries, to aggregate related resources and conform to the trend of military and civilian integration.

He Peiren, director of the Zhongguancun National Defense Science and Technology Park, remarked that the development of such parks can’t be separated from the guiding role of the government in overall planning, policy support and coordination of resources.

The introduction of the opinions can lead relevant government departments, management agencies, operating units, social organizations and enterprises to participate and coordinate with defense units, universities, and research institutes, thus promoting the development of military-civilian integration technologies.

Zhang Xiaoming, director of Military and Civil Integration and Innovation Department of the Zhongguancun Management Committee, said that in recent years Zhongguancun Science Park has given full play to the advantages of technological innovation resource agglomeration, actively exploring and achieving good results in the integration of military and civilian technologies.

"The release of the opinions is another opportunity for Zhongguancun Science Park to further integrate military and civilian technological and innovative resources, and create a military-civilian integration pilot zone to help the high-quality development of Zhongguancun Science Park," Zhang noted.

The integration of military and civilian technologies can not only promote the opening, spillover, and transformation of technologies, talents, and facilities in the field of national defense, but can also boost the growth of civil technologies to serve national defense construction, achieve high-quality development and enhance national defense.

Zhongguancun Science Park has gathered rich technological and defense resources and has the basic conditions for establishing collaborative innovation, aggregating cutting-edge technology research and development and developing strategic emerging industries.

We must conform to the trend of military-civilian integration, promote technological innovation in line with the needs of national defense, and accelerate the construction of demonstration parks in Zhongguancun. Only in so doing can we develop national defense industries driven by scientific and technological innovation.
