　　During the days of combating SARS, the Xiaotangshan Hospital was always in the minds of officers and men of the army and the people throughout the country, especially the people in Beijing. Various circles supported the Xiaotangshan Hospital in different forms, such as donation of money and materials, which provided a strong material support for officers and men at the Xiaotangshan Hospital to win SARS battle.

　　How did the Xiaotangshan Hospital accept, manage and use the social donations? The reporter went to the Xiaotangshan Hospital to gather materials and wrote this story today.

　　Cheng Jiashu, the director of the Political Department of the hospital, is in charge of accepting social donations. He told the reporter that, the Xiaotangshan Hospital had established a "Donation Acceptance Office" and a temporary discipline inspection commission, to supervise the whole process of accepting, safekeeping and using social contributions and donations, and to ensure every link has a "clear account".

　　Accepting donations according to "The Law of People's Republic of China on Donation for Public Welfare Undertaking". In the Donation Acceptance Office, the reporter saw Xia, a staff officer of the Political Department, was explaining to a businessman who came to offer his donation. The businessman's surname is Zhang, he came from Zhuozhou, Hebei Province, and he made this special trip to offer 3,000 yuan to the hospital and expressed his appreciation to medical workers.

　　Establishing a very strict management system with respect to donation. The reporter saw from the forms provided by the hospital that, when donations were accepted by the Donation Acceptance Office, cash would be transferred to and managed by Financial Department of the hospital; medicines and medical instruments would be managed by the Medical Affairs Department; cultural and sports equipment and materials by the Political Department. Each department will assign a person to take care of registration of materials received. The registration was done in triplicate, with one copy kept by the professional department, one by financial department and one by discipline inspection commission for check and supervision.

　　Using donation for combating SARS. The Party committee of the hospital sticks to an inflexible policy: the donation must be used for the prevention and treatment of SARS disease. Professional department would work out a specific plan on how to properly use the donations, which would then be examined and approved by the administrative office of the hospital authority before it was implemented. Large expenditure had to be decided by the Party committee of the hospital. At 11 a.m., the reporter happened to see the hospital leaders having a Party committee meeting, discussing how to use the money for SARS research project, and the meeting lasted for only five minutes.
