Comrade Peng Dehuai:
This
matter can be handled as suggested here, but the money
must be paid by China, not the Soviet side. For joint
use.

In
case the Soviet side applies high pressure, do not
reply but put it off for some time. Or reply to them
after consultations in the Party Center. For this
matter, an agreement should be signed by the governments
of the two countries.
Peng
is requested to pay attention to Mao's comments on
the conversation part.

Ⅱ
The
investment for this radio center should be borne by
the Chinese side; this is China's unshirkable responsibility.
As for the technical part, such as construction and
equipment, we shall ask the Soviet comrades to help
us, while all the equipment needed should be evaluated
and its cost paid by us. It can be put to joint use
after being set up. An official agreement should be
signed by the governments of the two countries. This
is not my personal opinion, but the opinion of China.
