Background
of the exercise
A
group of international terrorists hijacked a passenger plane in
a country and detained the passengers as hostages, and then intruded
into the territorial air space of the Republic of Kazakhstan. At
the same time, another batch of international terrorists stole their
way into the Yili area of China's Xinjiang Uygur Autonomous Region.
They put up armed camps there and awaited opportunities to create
terroristic incidents. Considering the international terrorism has
severely threatened the regional security and stability, the five
member states of the Shanghai Cooperation Organization(SCO) made
a decision through diplomatic channels and high-level military meeting
that it was necessary to launch a joint military action named "Coalition-2003"
within the framework of the SCO to fight international terrorism.
