The declaration also stressed that the fight against terrorism should
be based on the principles of international law, and shall not be
taken as a campaign against any particular religion, country or ethnic
group.
Smuggling of drugs and chemicals which can be used to produce narcotics
is a serious threat to the world. The international community should
taken effective measures to fight the illegal trade as drug money
has become an important financial resource for terrorism, it noted.
The SCO is cooperating in the crackdown on drug-trafficking and
trade of chemicals which can be used to produce narcotics. The members
are expected to sign a multilateral accord by the end of the year,
the declaration said.
Drugs from Afghanistan have become a global threat, it said, adding
that multilateral cooperation is urgently needed in this regard.
The SCO members believe that an international strategy should be
put into place under the leadership of the United Nations to deal
with the threat, it said.
The SCO members firmly support the efforts by the Afghan transitional
government to maintain peace in the country and believe that what
happened recently in the world should not undermine the international
community's efforts to help with the reconstruction of Afghanistan.
