Xu Caihou, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, stressed when he attended a seminar of a training class for secretaries of political and legislative affairs committees of major military organizations of the PLA that it was a must to give full play to the role of political and legislative work in preventing crimes through education, cracking down on crimes, providing legal service and maintaining stability, so as to provide powerful legal support to the better and faster development of the army building.

Li Jinai, member of the Central Military Commission and director of the General Political Department of the PLA, presided over the seminar.

The training class for secretaries of political and legislative affairs committees of major military organizations of the PLA was held upon the approval of the Central Military Commission, and its main task is to study theoretical and practical problems faced by the military political and legislative work under the new situation. During the training, the related leaders from the political and legislative departments under the CPC Central Committee were invited to give tutorial lectures, and eight model units and individuals briefed the seminar on their successful experience.

Xu Caihou pointed out in his speech that strengthening and improving the Party's leadership over the political and legislative work is the key to doing a good job of political and legislative work under the new situation. Hence the Party committees at all levels must study new situations, solve new problems, and strive to promote constant development of military political and legislative work in an innovative spirit.

While presiding over the seminar, Li Jinai urged the attendees to have a clear understanding of the current situation and mission of the military political and legislative work, make energetic efforts to apply what they have learned at the class to their work so as to give better play to their functional roles in promoting stability development of the troops.
