Xu Caihou, member of the Political Bureau of the CPC Central Committee and
vice chairman of the Central Military Commission, made a survey and study tour
over 25-30 of August in the Academy of Military Sciences and troops stationed in
Wuhan, Nanjing and Wuxi, during which he pointed out that it was a must to act
on the arrangement and requirements made by Chairman Hu Jintao and the Central
Military Commission, and earnestly sum up and apply well the experience of the
pilot units in deepening the study and putting into practice the scientific
outlook on development so as to make new achievements in further enhancing the
Party building of the troops and boosting the army building in a better and
faster way.
According to the unified arrangement of the CPC Central Committee and the
Central Military Commission, the PLA picked 13 units at regiment level or above
as the pilot units for deepening the study and putting into effect the
scientific outlook on development starting from late March. By now, the pilot
units have basically wrapped up their experimental work on schedule.
On the basis of making inspections in and offering guidance to some of the
pilot units in the early days, Xu Caihou this time visited a research office
under the Army Building Research Department of the Academy of Military Sciences,
the Naval Engineering University and a joint logistics sub-department of the
Nanjing Military Area Command to inspect the progress of the pilot units in
deepening the study and putting into effect the scientific outlook on
development, and the tour also took him to the troops stationed in Wuhan,
Nanjing and Wuxi to inspect and give guidance to their work and listen to their
opinions and suggestions on the follow-up drives to deepen the study and put
into practice the scientific outlook on development throughout the military, and
on the intensification of Party building of the troops. Wherever he went, he
would go down to the training fields, the cadet companies, the dormitories of
the soldiers and the laboratories of schools to inspect the armaments, working
and living facilities of the troops, and learn the study and training conditions
of the officers and men.
