Recently, the Sanya Municipal Government of Hainan Province issued the "Implementation Scheme for Building Peaceful Military Harbor in Sanya City", which indicates that a pilot project for building peaceful military harbor of the PLA has officially kicked off.

　　In September last year, the Central Committee for Improvement of Public Order Through Comprehensive Measures and the General Political Department of the PLA jointly decided to build Yulin Military Harbor into a " peaceful harbor", as part of the efforts to build the stationed area into a harmonious society. A support base of the South China Sea Fleet of the PLA Navy, the Sanya Maritime and Fishing Bureau, the Sanya Public Security Bureau and other related units will engage in construction of the project. At present, through the joint efforts of the army and civilians, the six systems, such as the system for joint checkup of projects involving military matters, army-civilian joint defense and joint maintenance of military harbor public order system, the military harbor situation reporting system, etc. have taken initial shape.
