Upon the approval of Chairman Hu Jintao of the Central Military Commission, the newly revised Outline of Headquarters Building of the Chinese People's Liberation Army was promulgated recently by the Central Military Commission, which has further defined the guiding thinking, the objectives, tasks, measures and requirements of the PLA headquarters building under the new situation.

　　The outline defines that the headquarters at all levels should focus on the strategic goal of building an IT-based army and winning information warfare, step up the effort in building a revolutionary, modernized and regularized army, stick to a road of integrated mechanization and informationization development, enhance constantly the capabilities in plan-making, providing guidance, organization and command, organizing military training, directing troops and management, comprehensive coordination, and quick reaction, and gradually complete the building of a sound system and mechanism with the structure of the ranks of staff officers streamlined, their quality highly improved and the command tools and system completed, so as to build the headquarters into a military leading body with high quality and high efficiency.
