To enhance the training of joint operational commanders is a far-reaching strategic task advanced by President Hu Jintao with a view to the overall situation of the army building and the military struggle preparation, and likewise a major step taken to boost the strategic talent project of the army. Therefore, the well execution of this work in a deep-going and down-to-earth manner is of great strategic importance to uplifting the qualities of commanders and staff officers at all levels, building up the troops' capabilities to deal with various threats to security, fulfilling diversified military tasks, and ensuring the all-round implementation of historical mission of the army in the new century and the new period.

　　Generally speaking, the training of joint operational commanders in the IT-based circumstance is still in the starting-stage, the overall capability and quality of the ranks of commanders and staff officers still falls far short in meeting the demands of joint operations, the joint training mechanism remains in the stage of exploration and yet to be in full shape, the training mechanisms in all military institutes wait to be improved and perfected, and all the officers are not given more chances to practice and prove themselves.

　　To execute well this strategic work of training joint operational commanders, it is a must to enhance macro-planning, have a good grasp of the key links, pay attention to coordinative progress, and work hard to tackle the main contradictions and problems. At present, the most essential task is to integrate the in-depth theoretical research with the actual work and take the initiative to achieve the highest possible attainments, combine trainings in institutes with the tempering at posts and bring out the functions of practice in the institutes and troop units in the training of competent personnel, lay stress on both all-round and full-staff cultivation and special training of those holding key positions, establish a long-term mechanism for the training of joint operational commanders, and combine the effort in uplifting the individual quality with the enhancement of the entire leading groups' capability, so as to boost the overall improvement of the training of joint operational commanders.
