When making an inspection and study tour in the troop units stationed in Hainan, Jiangxi and Hubei Provinces recently, Guo Boxiong, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, emphasized that the PLA should take the essence of the 17th National Congress of the CPC as the guidance, implement earnestly the series of important instructions on strengthening military training by President Hu Jintao, focus on carrying out effectively the historical mission of the army in the new century and the new period, further intensify preparations for military struggle, stick to the principle of making the improvement of the ability of winning the IT-based local war as the core task, conscientiously take military training as a matter of strategic importance, pay close and serious attention to military training as a day-to-day central task, and promote innovative development and effective execution in military training so as to boost better and faster development of the all-round construction of the troops and continuously raise the troops' capability in dealing with various security threats and accomplishing all kinds of military missions.

　　Xu Yaoyuan, assistant director of the General Political Department of the PLA, and Li Maifu, deputy director of the General Logistics Department of the PLA accompanied Guo Boxiong during the inspection and study tour.
