At the 38th Plenary Session of the Leading Group of the PLA Family Planning convened on February 29, Li Jinai, member of the Central Military Commission, head of the Leading Group of the PLA Family Planning and director of the General Political Department of the PLA, stressed that the population and family planning in the PLA must fully implement the decisions and requirements of the 17th National Congress of the CPC on population and family planning, establish an improved benefit-oriented mechanism and blaze a new trail in the population and family planning in the PLA by focusing on uplifting troops' combat competence and cohesive power, stabilizing a low birth rate and improving the reproductive health .

　　Wang Qian, deputy director of the General Logistics Department of the PLA, Zhu Fazhong, deputy director of the General Armaments Department of the PLA, and Wang Guanzhong, director of the General Office of the Central Military Commission, attended the session.
