When conducting survey on the study and implementation of Chairman Hu Jintao's important speech delivered on June 25 and giving priority to arming the forces with theory in the PLA and armed police units stationed in Beijing and Hebei, Xu Caihou, member of the Secretariat of the CPC Central Committee and vice chairman of the Central Military Commission, emphasized that the study and implementation of the spirit of Chairman Hu Jintao's speech delivered on June 25 were the paramount political task at present, and units at all levels should unify the officers' and men's thinking with the spirit of the speech, and see to it that the spirit of the speech should be implemented in the present work so as to greet the convening of the 17^th National Congress of the CPC with practical actions.

　　During the survey tour, Xu Caihou visited some of the units of the Armed Police Force and the Beijing Military Area Command, the organs of the PLA Navy and the Air Force Command College successively, where he listened attentively to their reports on the study and implementation of the spirit of Chairman Hu Jintao's important speech delivered on June 25, and on strengthening the work of arming the forces with theory. After listening to the reports, he made quite positive comments on the work of every unit in the preceding period. He also went down to the grass-roots units, visited the study and network rooms and soldiers' dormitories of the companies, and engaged the grass-root officers and men in cordial talks in order to learn the situation of the grass-root units in their study and implementation of the scientific outlook on development, and in the construction of companies and training of the servicemen with their theoretical study achievements. In addition, he also visited the homes for retired cadres of the General Staff Headquarters and the General Political Department of the PLA, the Second Artillery Force, the PLA Academy of Military Sciences and the Beijing Military Area Command, and talked with the retired cadres to enquire about their study. When visiting the National Defense University, the Logistics Command College, the Armaments Command Technology College and the Air Force Command College, he talked with the leaders, experts and scholars of these units, learnt the situation of promoting the development of innovative theory of the Party in the military colleges and listened to their opinions on the work of arming the forces with theory.
