Guo Boxiong, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, was on a survey tour of the military educational institutions and troop units in Xi'an area recently, which has taken him down to the forefront of education of the institutions, the training grounds of troops and the dormitories of grassroots companies for the sake of looking in on the faculty and servicemen.

　　Guo Boxiong pointed out that in the competent personnel resides the foundation of building up the army and directing military affairs, and it likewise ranks the most important among all the military resources. Therefore, efforts must be made to earnestly carry out Chairman Hu Jintao's instruction and call on training a large army of new-type military personnel, stick to the guidance of the scientific outlook on development, further do a good job in forging new-type and high-calibre military personnel, and provide brainpower and competent personnel supports for boosting the development of the army building in a better and faster way and for fulfilling the historical mission of the army in the new century and the new period.

　　Guo Boxiong also noted that military training is an important approach and practical classroom for talent cultivation. Highlights should be given to integrating colleges and troops in the efforts of turning out competent people, to establishing and improving a complete talent cultivation mechanism that puts capacity raising at the core and closely combines training with making proper use of these people, and to forming a talent cultivation pattern joining education in colleges with training in troop units.
