While having the floor on March 6 in a panel discussion of the PLA delegation attending the Fifth Session of the Tenth National People's Congress, Liang Guanglie, PLA deputy to the NPC, member of the Central Military Commission and chief of general staff of the PLA, noted that the government work report made by Premier Wen Jiabao is a truth-seeking, pragmatic and inspiring good report as it made an objective and trustworthy analysis of the situations, mapped out tasks in a very explicitway, and came up with pragmatic and competent measures.

　　Deputy Liang Guanglie stressed that the army must be subordinated to the general development strategy of the country, make vigorous efforts to contribute to the building of a moderately prosperous society in an all-round way and the shaping up of a harmonious socialists society, stick to the principle of coordinated development between national defense building and economic construction, integrate the building of national defense and army modernization into the economic and social development system, put safeguarding national sovereignty and security at the first place all along, do a good job in getting well prepared for military struggles, devote greater efforts to step up the building of combat forces, personnel training and battlefield building, and strive for uplifting the combat effectiveness of the troops under informationization conditions, so as to effectively fulfill the historical mission of the army in the new century and the new period.
