The PLA delegation attending the Fifth Session of the Tenth National People's Congress held its first plenary meeting yestrday, at which 14 deputies freely talked about the building of national defense and the army in combination with the review of the government work report. They are of the unanimous view that in the face of the new situation and tasks, the army should hold high the banners of Deng Xiaoping Theory and the important thought of "Three Represents", persist in taking the scientific outlook on development as the important guiding principle of strengthening the building of the national defense and the army, stress on effectively fulfilling the historical mission of the army in the new century and the new period, strive to boost the building of national defense and the army in a better and faster way so as to greet the convening of the 17th National Congress of the CPC with excellent achievements. Guo Boxiong, Cao Gangchuan, Liang Guanglie, Li Jinai and Liao Xilong were present at the meeting which was chaired by Xu Caihou.
