Liao Xilong, member of the Central Military Commission, director of the
Environment Protection and Afforestation Committee of the PLA, and director of
the General Logistics Department of the PLA, stressed on March 24 at the 11th
plenary session of the Environment Protection and Afforestation Committee of the
PLA that efforts should be stepped up to focus on key work concerning the
national and army environmental construction and make sure that remarkable
successes should be achieved.
First of all, the "action program of green Olympics" should be successfully
implemented and see to it that the task of environmental improvement for the
troop units stationed in and near Beijing should be accomplished with high
standards and high quality. Secondly, the "barracks action of energy
conservation and emission reduction" should be carried out effectively and
greater endeavors should be invested in upgrading the quality of green and
ecological barracks. Thirdly, efforts should be devoted to putting into effect
the special missions consigned to the military by the state and promoting in a
down-to-earth manner the ecological conservation and environmental construction
program in the military areas. Moreover, the military should actively adapt
itself to the new situation of economic and social development and the new tasks
stemmed from it, blaze a new road of environmental protection and ecological
conservation featuring integrated military-civilian efforts, and do a good job
in the comprehensive utilization of the military and civilian resources by way
of enlisting adequately the comprehensive strength of national economy, science
and technology.
The military should continue to stick to the benchmark and requirements
that oblige the army to be at the head of the society in progressively upgrading
the quality and level in terms of environmental protection and ecological
conservation. .
