Xu Caihou, military deputy to the NPC, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission, emphasized at the group discussion of the PLA delegation to the 1st Session of the 11th NPC that the current session has great significance. The Government Work Report delivered by Premier Wen Jiabao has comprehensively summed up the work in the past five years and made plans for this year's work. The work report is a scientific, realistic, inspiring and stimulating one.

　　Xu Caihou also pointed out that the army shoulders great responsibilities of safeguarding sovereignty, security, and territorial integrity of the country and, building a moderately prosperous society in all respects, thus it is a must to unswervingly use the socialist theoretical system with Chinese characteristics to arm the whole army so as to lay a solid ideological and political foundation for holding high the great banner, obeying orders of the Party in all actions and effectively fulfilling the historical mission. This is the core requirement for intensive study and implementation of the essence of the 17th National Congress of the CPC, the fundamental task of the ideological and political building of the army at present and in the period to come, and objective need for responding to the realistic challenges in the ideological field. Thus the army must regard it as a major strategic task, and grasp it firmly and do it well.
