Xu Caihou, member of the Secretariat of the CPC Central Committee and vice chairman of the Central Military Commission, made a study tour to the troop units of the PLA Army, Navy and Air Force stationed in Weifang and Qingdao of the Jinan war theater recently, during which he laid stress on that the PLA should make the study and implementation of the scientific outlook on development the political task of utmost importance and a long-term strategic one, put in more time and energy in terms of deepening the study earnestly and laying emphasis on effectiveness, further set off a new upsurge of studying and implementing the scientific outlook on development, and firmly establish and carry out in an all round way the important guidelines of the scientific outlook on development, so as to push forward the development of army building in a better and faster way.

　　During the study tour, Xu Caihou went down to the soldiers' dormitories, the airfield stations and the ship decks to see the officers and men and inquire about their living and working conditions. He braved the biting cold wind to inspect the troops' training, the armaments and the cultural and living facilities on the spot. While visiting the grassroots units such as the "White Tiger Company", the "Red Fourth Company" and the No. 115 Ship of the Navy, he talked with the officers and men face to face, had meals together with the soldiers and sailors in the dinning hall of the company and the dining room on the ship, and urged them to keep firmly in mind their missions, live up to the great trust, and strive for first-class performances.
