While making a study tour lately in the Shenyang war theater, Guo Boxiong, member of the Political Bureau of the Central Committee of the CPC and vice chairman of the Central Military Commission(CMC), stressed that CMC Chairman Hu Jintao had advanced explicitly the demand of establishing the concept of secure development, which requires the entire army to study earnestly, comprehend profoundly and implement and put into effect resolutely both in letter and in spirit. Secure development comes in as the inevitable requirement for scientific development, for maintaining the stability and reinforcing the combat effectiveness of the army and for realizing better and faster development of the army building. The Party committees and leaders at all levels should firmly establish and implement in an all-round way the scientific outlook on development and earnestly enforce the concept of secure development.

　　Guo Boxiong went down to the units of the Army, the Air Force and the Navy respectively to see the officers and men and investigate how the army building is going on. While visiting the No.3 Communication Company of a unit of the Shenyang Military Area Command, Guo Boxiong came to the soldiers' dormitories to talk cordially with the soldiers. In a testing base of the Navy, he inspected a type of missile boat and went out to sea on it. In the whole process, he urged the sailors to skillfully master their arms and get well trained in light of the demand of the real operation. When visiting a division of the Air Force, Guo Boxiong came to the airfield and the training rooms to watch the pilots and the maintenance and support personnel doing training. He enquired cordially about their working and living conditions and urged them to study hard, enhance their competence and fulfill all missions with complete success.
