When calling on the academicians and experts attending the 6th "Three Stars" (gold star, silver star and new star) Talents Appraisal Meeting of the General Logistics Department (GLD) , Liao Xilong, member of the Central Military Commission and director of the GLD emphasized that it is essential to earnestly implement Chairman Hu Jintao's important instructions on stepping up the development of the ranks of competent personnel and make further efforts to do a good job in developing the contingent of talented people in the field of logistics science and technology by taking the scientific outlook on development as the guidance.

　　Liao Xilong expressed his wish that the academicians and experts would play an exemplary role in terms of promoting the spirit of science, provide the right kind of guidance in scientific and technological innovation, and do a good job in serving as the advisors of talent cultivation, so as to make new contributions to boosting the all-round building of modern logistics. He called on the Party committees, leaders and organs at various levels of the GLD to make efforts to offer better working and living conditions for the broad scientific and technological personnel, and create an excellent atmosphere of "respecting labor, knowledge, talents and creativity".
