With the approval of the Central Military Commission, the videoconference for commending the first group of outstanding commanding officers and staff officers of the PLA was held yesterday in Beijing, at which 800 outstanding commanding officers and staff officers were commended by the four general headquarters /departments of the PLA. Xu Caihou, member of the Secretariat of the Central Committee of the CPC and vice chairman of the Central Military Commission attended and addressed the conference. In his address, Xu Caihou noted that the duty of implementing the historical mission of the army in the new century and the new period has put forward new and higher standards and requirements to the commanding officers and staff officers. Therefore, it is a must to take the scientific outlook on development as the guidance, and do a good job in the building of the ranks of the commanding officers and staff officers with better determination and efforts so as to provide staunch personnel support and organizational guarantee for the modernization drive of the army and winning the future war.

　　Liang Guanglie, member of the Central Military Commission and chief of general staff of the PLA read out the commending circular of the four general headquarters /departments of the PLA.

　　Li Jinai, member of the Central Military Commission and director of the General Political Department of the PLA chaired the conference.

　　Liao Xilong, member of the Central Military Commission and director of the General Logistics Department of the PLA, Chen Bingde, member of the Central Military Commission and director of the General Armaments Department of the PLA also attended the conference at the main hall. Jing Zhiyuan, member of the Central Military Commission and commander of the Second Artillery Force of the PLA attended the conference at a secondary hall.
