The PLA Family Planning Leading Group held a meeting on February 17 in
Beijing to summarize the family planning work in the 10th Five-Year Plan period
and map out the family planning tasks in the 11th Five-Year Plan period and in
2006. Li Jinai, member of the Central Military Commission, director of the
General Political Department of the PLA and leader of the PLA Family Planning
Leading Group, emphasized at the meeting that the scientific outlook on
development should be made the guidance in an effort to further enhance the
sense of responsibility in doing a better job in the PLA's family planning and
to give impetus to a faster and better development.
Li stated that the main emphasis of the work should be laid on the
grassroots, the priorities should be put on selected units and individuals and
key links, and efforts should be made to establish and improve the system of
management responsibility so as to make sure that family planning is put into
effect at the grassroots. Vigorous endeavor should be made to identify the
peculiarities and rules of family planning, to strengthen perspective research,
to provide answers to new problems and to summarize new experience in a bid to
advance the work of family planning in the army steadily.
