Xu Caihou, member of the Secretariat of the CPC Central Committee and vice chairman of the Central Military Commission, emphasized when he made an investigation and study tour to the troops stationed in Tianjin days ago that military units at all levels should earnestly implement the spirit of the important instructions of Chairman Hu Jintao, and let the requirements of leading troops according to law, with a caring spirit, and in a civilized and scientific manner run through the whole education, training and management process of recruits, and work hard to make a success in this respect out of a deep sense of responsibility for the development of troops building and healthy growth of officers and men.

　　During his tour in Tianjin, Xu listened to the reports by the units on education, training and management of recruits, and inspected recruits' training sites, dormitories, canteens and cultural facilities. He also held discussions with some unit leaders, officers and backbones involved in recruits training as well as recruits. Xu also visited some Red Army veterans resided in Tianjin City on behalf of Chairman Hu Jintao and other CMC leaders.
