substantially improving the capability of logistics support of various levels in
implementing and putting into effect the scientific outlook on development, and
striving for boosting faster and better development of the military logistics
building.

finishing the tasks of the Eleventh Five-Year Plan lied in ensuring generating
the logistic support capability for emergency operations as scheduled, ensuring
making substantial progress in building modern logistics in an all-round way,
and ensuring steady improvement of the level and quality of supply support of
the troops.
Liao Xilong underlined that the period of the Eleventh Five-Year Plan was
an important opportunity for building modern logistics in an all-round way and
therefore, the opportunity must be seized firmly and we must keep on boosting
and deepening the reform of all-in-one joint service support. We must continue
to implement the strategy of developing logistics through science and
technology, start up the project of breaking fresh ground in logistics by
applying science and technology with the priority given to technology innovation
in the sectors of logistic informationalization, material support, military
medical science, field operation survival, national defense engineering, energy
saving and environmental protection, and others, and actuate the transition from
the original pattern of logistic support capability generation to a new one that
bases on scientific and technological progress. We must further promote the
reform of the procurement system, enhance information management of procurement,
establish and improve the scientific decision-making system, and constantly
strengthen audit supervision.
