The Headquarters of General Staff, the General Political Department,
the General Logistics Department and the General Armaments department
jointly issued a notice recently to promulgate the "Regulations on the Use
and Safety Management of Vessels of the Army and the Air Force". This move
indicates that the use and safety management of vessels of the Army and
the Air Force has embarked on the road of standardization and
institutionalization and scientization.
Guided by the army
building thinking of the Central Military Commission in the new stage, the
Regulations has fully drawn in the successful experience and innovation
results of the vessel units in terms of use and safety management of
vessels and developed for the first time an improved accident prevention,
investigation and management mechanism.
The Regulations has 48
clauses in 10 chapters and has all-roundly and systematically regulated
the guiding thinking, policy and principles, basic tasks, responsibilities
of all levels, and system and measures of the use and safety work of
vessels.
Enhancing technical prevention and uplifting the
management level by virtue of professionalization is the prominent feature
of the Regulations. The Regulations has specifically stipulated that
officers steering vessels must be vessel-profession officers holding the
"Technical Certificate for Army Vessel Officers" with corresponding
profession and grade, and NCOs steering vessels must possess the"National
Occupational Qualification Certificate" for vessel profession.
