Li Jinai, member of the Central Military Commission, director of the
General Political Department of the PLA and leader of the PLA Family
Planning Leading Group, yesterday met those who were attending the 10th
Training Course on Demographic Theory for Leaders at Army and Division
Levels, during which he emphasized that the PLA should continue to be in
the forefront of the whole society in family planning work so as to make
still greater contributions to the implementation of the basic national
policy and the promotion of overall development of the PLA units.
Li Jinai pointed out that the army should enhance its leadership over
and guidance to the family planning work, as family planning is China's
basic national policy. Doing a good job of family planning is the
substantial requirement for the implementation of the important thought of
"Three Represents" as well as the concrete embodiment of maintaining the
advanced nature of Party members. Leaders at all levels should proceed
from the situations as a whole so as to recognize the important strategic
significance of the family planning work and incorporate it into the
overall development program of the army. Leading groups of the family
planning work at all levels should give full play to their roles and
intensify organizational and leading role as well as guidance over the
family planning work. Related departments should provide active
cooperation to create necessary conditions for family planning work in
terms of human, financial and material resources so as to ensure the
smooth operation of family planning work.
The current training
course has been held with the approval of the Central Military Commission,
and over 50 leaders at army and division levels from the PLA and the Armed
Police Forces have been attending the course. They will earnestly study
and discuss such issues as population and scientific concept on
development, Chinese population and building a harmonious society, and
family planning work in the army in the new period.
