Xu Caihou urges the army to do a better job of family planning and environment protection

  The family planning and environment protection tele-conference of the army was held yesterday in Beijing. Xu Caihou, member of the Secretariat of the Central Committee of the CPC and vice chairman of the Central Military Commission, emphasized at the conference that the important speeches made by General Secretary Hu Jintao and Premier Wen Jiabao at the central working symposium on population, resources and environment have important guiding significance, as they have, by proceeding from the overall strategic situation of carrying through the important thought of “Three Represents” and sticking to the scientific concept of development and building a harmonious socialism society, profoundly expounded the utmost importance and urgency of controlling the population growth, saving resources and protecting environment, scientifically analyzed the situation and tasks we are faced with, and explicitly put forward the guiding thinking and principles for the work. Thus the troops at all levels must earnestly study, understand and carry through the spirits of the speeches so as to bring the family planning and environment protection of the army to a new level.

  Li Jinai, member of the Central Military Commission and director of the General Political Department of the PLA, conveyed the speech by General Secretary Hu Jintao at the central working symposium on population, resources and environment working-symposium while Liao Xilong, member of the Central Military Commission and director of the General Logistics Department of the PLA conveyed Premier Wen Jiabao's speech at the same symposium.

  Xu emphasized that efforts should be made to seek practical innovations and make greater achievements in family planning and environment protection of the army. Firstly, to innovate the working mechanism. We must constantly update our ideas and concepts and promote the innovation of working ideas and mechanism. Secondly, to rely on scientific and technological progress. Efforts should be made to enhance scientific research and combine making independent innovations with exchanges and introduction to improve the working efficiency by relying on advance science and technology and through introduction of advanced management means. Thirdly, to increase the intensity of law enforcement. The family planning and environment protection must be brought onto the track of the legal system. The last but not the least, to enforce the education on national situation, national policies and national laws. Efforts should be made to guide the officers and men to throw themselves into the cause of the family planning and environment protection with their intelligence and strength.
