The PLA Family Planning Leading Group held a meeting on February 24 to
summarize the work in 2004 and make arrangements for its tasks in 2005. Li
Jinai, member of the Central Military Commission, leader of the PLA Family
Planning Leading Group and director of the PLA General Political Department,
stressed at the meeting that the PLA family planning work must be brought to a
new high so that the family planning work in the army would continue to be in
the forefront of the whole society.
Li Jinai pointed out that, under the correct leadership of the Party
Committee of the CPC and the Central Military Commission, the PLA family
planning work has achieved remarkable results and is in the forefront of the
whole society. Under the new circumstances, doing a good job of family planning
can not only serves as model to influence and promote the family planning work
of the whole nation, but also enhances the cohesion and fighting power of the
military units.
Li Jinai stressed that family planning work should be strengthened through
standardization, law enforcement and information technology (IT) application,
and the work at grassroots level should be standardized. The resources and
information should be shared without hindrance so as to constantly improve
working quality and efficiency of family planning work. He also urged all units
to strengthen leadership over the work and practice objective management
responsibility system. He said that leading cadres should give personal
attention to the work while the leaders put in charge must be directly
accountable for the work. The departments concerned should make joint efforts in
the work, and the responsibilities should be fixed on each grassroots unit and
individuals.
