The Conference on Audit Work of the PLA was inaugurated in Beijing on
Jan. 20. Liao Xilong, member of the Central Military Commission and
director of the General Logistics Department, underscored at the
conference that more efforts must be put in to boost and to develop the
audit work in the army.
Liao Xilong pointed out that since the “10th Five-year Plan period”,
the audit departments at all levels of the army have been centering on the
fulfillment of the central missions laid down by the Central Military
Commission and the general headquarters/departments and have made
outstanding contributions to gear up the preparation for military
struggle, to speed up the pace of military economic reform and to boost
the working style of the Party and the construction of a clean and honest
administration. Presently, in order to meet the requirements of making
greater efforts in the preparation for military struggle, the Central
Military Commission has put forward the explicit requirements of
“enhancing audit supervision”, which spells heavier responsibility and
higher requirements for audit work.
Liao Xilong emphasized that to do a good job in boosting the
construction and development of audit, we must first of all stick tightly
to the leading role of making preparation for military struggle and focus
on war-preparedness engineering projects, equipment expenditure, materials
stored for preparedness against war and the economic responsibility of the
leading commanders. Secondly, we should improve and perfect the rules and
regulations of auditing and adhere to the principle of auditing by law so
as to fit in with the needs of the situation in terms of promoting
military changes with Chinese characteristics and the logistics reform.
Thirdly, we should constantly improve the audit ability which stands for
political quality plus professional skill and practical experience.
Auditor-General of the National Audit Office Li Jinhua was invited to
make a report on the situation of national auditing.
