Liao Xilong, member of the Central Military Commission and director of the General Logistics Department of the PLA, emphasized at the Conference on the Informationalization of Quartermaster, Materials and POL Work of the PLA held in Beijing on Jan. 19 that quartermaster, materials and POL work was an important material base for troops to generate fighting power, thus it occupied a special position and played a special role in the preparation for the military struggle. Under the current circumstances, the logistics system of the PLA must stick to the principle of “ensuring the need of combat preparations as well as daily necessities supply for troops through overall planning with due consideration for all concerned.” They must grasp core issues to ensure winning victories in future battles, grasp reform to speed up development, improve management to raise efficiency and improve the working style to build a proficient professional task force, so as to further improve the logistics support capability of troops under informationized conditions.

Liao Xilong continued to point out that last year was the first year for the new organizational structure of quartermaster, materials and POL system of the PLA to be put into operation. Thanks to the resolute implementation of the decisions made by the Central Military Commission and the general headquarters/departments by the quartermaster, materials and POL departments at various levels, the support capabilities and supply level of the troops have been remarkably enhanced. In the new year, the quartermaster, materials and POL departments at all levels must continue to unswervingly implement the important decisions and directives of Chairman Hu Jintao and the Central Military Commission, and regard the quartermaster, materials and POL preparation work as an important task, and grasp it firmly to ensure its successful accomplishment.
