PLA Daily 2004-09-13

Guo Boxiong, member of the Political Bureau of the CPC Central Committee and vice chairman of the Central Military Commission (CMC), recently made an investigation and study tour to the troops in Xinjiang Uygur Autonomous Region and Gansu Province, and conveyed cordial regards from CMC Chairman Jiang Zemin and Vice Chairman Hu Jintao to all the officers and men there. During the tour, he stressed that the Chinese army was now at a new development stage and was confronted with new situation, new tasks and new requirements, thus, we must firmly establish the important thought of "Three Represents" as the guiding principle in army building, speed up the military changes with Chinese characteristics and bring the modernization of our army to a new high.

Guo Boxiong pointed out that the study and implementation of the important thought of "Three Represents" is the core of strengthening ideological and political work under the new situation. To be strict with the army is an important content of Jiang Zemin's thinking on national defense and army building, and an important guiding principle we must adhere to over a long period of time. Party committees and leaders at various levels must adopt a realistic and pragmatic approach in all their work and stick to the principle of proceeding from reality, the need of actual fighting and actual effect in everything they do.

He also pointed out that plain living and hard work, the fine tradition and sterling political quality of our Party and the PLA, are the inherent requirements of the implementation of the important thought of "Three Represents". Leaders at various levels, particularly senior and middle-rank leaders, should maintain the true political quality and awe-inspiring righteousness of the CPC members in accordance with the requirements of the "Five Models".
