Liao Xilong, member of the Central Military Commission and director of the General Logistics Department of the PLA, emphasized yesterday, at the conference of supplying deficiencies of and completing the study facilities for grassroots companies, that it is of great significance to make arrangements for supplying deficiencies of and completing the study facilities for the grassroots companies. The logistics departments at various levels, the capital construction and barracks departments in particular, should view this work as a practical act of implementing the important thought of "Three Represents" and take effective measures to enhance the improvement in and management of study facilities for grassroots officers and men and see to it that the work is done well.　 　　After watching the demonstration of the new type study facilities, Liao said that an uncultured army is a stupid army.
