Liao Xilong, member of the Central Military Commission and director
of the PLA General Logistics Department, emphasized at the conference on
greater joint logistics reform experimentation of the Jinan Military Area
Command yesterday that the PLA must always stick to the guidance of Jiang
Zemin's thinking on national defense and army building, be keenly aware of
the requirement for promoting logistics support system reform, see clearly
the necessity and urgency of building up greater joint logistics system,
unswervingly push for integration of all-service support and accomplish
the greater joint logistics reform experimentation task of "all-service
integrated support and integration of general support with special
support".
Liao Xilong fully affirmed the achievements that the Jinan Military
Area Command had made in preparatory work in advance for the reform
experimentation. He emphasized that pushing for the all-service integrated
support reform was in response to the trend in military changes in the
world and the practical need for taking the road of fewer but better
troops with Chinese characteristics. Greater joint logistics support is a
major job and it is also a difficult one. Thus we must act according to
Chairman Jiang's directives and further transform our concept, and free
ourselves from the old concept of "ground-battle-type" logistics support,
the habitual practice of "big and all-inclusive and small and
all-inclusive" and the narrow interests consideration of "this is yours
and that is mine".
Liao Xilong stressed that greater joint logistics reform
experimentation concerned with the long-term building of our army, and it
needed joint efforts and wisdom from all quarters. Units of the combat
zone, especially units of various services and arms and units directly
under the PLA headquarters/departments must actively accomplish their
tasks related with reform experimentation under the unified leadership of
the military area command.
