On the afternoon of March 6, Li Jinai, who is an NPC deputy, member of the Central Military Commission and director of the General Armaments Department of the PLA, said that Premeir Wen Jiabao delivered a good government work report that emancipated the mind, sought truth from the facts, kept pace with the times, and enjoyed ardent support of the people. The important thought of "Three Represents" and the spirit of the 16th CPC National Congress run through the report, and the work requirements of the Third Plenary Session of the 16th Central Committee of the Party and the First Session of the 10th National People's Congress were embodied in the report. He stressed that, thanks to the brilliant decision-making of the Central Committee of the CPC with Comrade Hu Jintao as General-Secretary, hard work and unified determination of the Chinese people, China had made great strides in economic development, national defense and military modernization in 2003. 　　Deputy Li Jinai also stressed that the important thought of "Three Represents" should be firmly established as the guideline for the PLA, and the PLA should hold high the banner, enhance confidence, and remain under the absolute leadership of the CPC. He said that decisions and instructions of the Central Committee of the CPC, the State Council and the Central Military Commission should be strictly implemented and the military changes with Chinese characteristics should be actively promoted with an eye to the world trend of new military changes. The PLA should work hard to achieve leapfrog developments in armament development and to provide strong support for maintaining national security and building a well-off society. 　　Deputy Li pointed out that the PLA should submit itself to and serve the overall interests of the CPC and national building, and function within the larger context of national interests as an active force to contribute to national building and development; firmly establish and implement scientific concepts of development with focus on creating a scientific plan to develop weapons and equipment in order to build an informationized armed forces and to win future information warfare; firmly implement policies of using science and technology to strengthen the PLA, speed up the development of high-tech weapons and equipment, strengthen defense capabilities under high-tech conditions; intensify all reforms and improve the overall quality and effectiveness of armament; do an effective job in human resources development so as to provide personnel and intelligence support for continued weapons and equipment development; manage equipment effectively and systemize the armaments so as to improve equipment support performance; stick to correct ideas of achievements, firmly establish awareness for political ideas, overall situations, and matter-of-fact attitudes and do better with high standards in all work. 　　By Wang Shibin 　　(March.8, PLA Daily)
