A summary conference on developing combat and support capabilities of PLA general equipment organically and systematically was concluded in Beijing on August 28. Li Jinai, member of the Central Military Commission and director of the PLA General Armaments Department attended and made a speech at the conference.
Li Jinai emphasized at the conference that at present and in the coming period, to develop the two capacities of PLA general equipment organically and systematically means that, we should focus on the objective of "building the PLA into an information-based army and winning informationized war", and should, in light of the requirements of integrated joint operations, take IT application in armaments support as the motif to intensify efforts for overall transformation of present armaments support mode towards information-based and integrated armaments support so as to lay a solid basis for boosting our army's deterrent and fighting capacity under informationized combat conditions. We should also make plans in a scientific way from higher starting points and further quicken the steps of IT application in armaments support and press forward with the establishment of armaments support system for integrated joint operations. We should attach great importance to the comprehensive integration of new armaments so as to ensure developing the combat and support capabilities of the existing equipment of our army organically and systematically and make fresh and greater contributions to the promotion of military changes with Chinese characteristics and the realization of a leapfrog development of modernization drive of our army's weaponry and equipment.
At the conference, Chi Wanchun, political commissar of the PLA General Armaments Department read out a notice issued by the four general headquarters/departments, commending the advanced collectives and individuals in "developing the two capacities of general equipment organically and systematically". A total of 42 units and 110 individuals of the PLA were awarded.
