Recently the "Regulations on Management of State Assets in the Army" was promulgated jointly by the General Staff Headquarters, the General Political Department, the General Logistics Department and the General Armaments Department of the PLA and implemented in the whole army. The promulgation of the Regulations is of great importance towards institutionalization and standardization of state assets management and rational allocation, security and intactness and effective utilization of these state assets in the army.
The newly promulgated "Regulations on Management of State Assets in the Army" explicitly pointed out that the state assets possessed, utilized and managed by the army according to the law, include, but not limited to, the monetary capital, weapons and equipment, real estates, facilities and equipment, materials and appliances, scientific research results and other assets and rights, administrative institutional assets possessed, utilized and managed by organs, troops and institutions, operational assets possessed, utilized and managed by military enterprises and institutions implementing enterprise management. The General Logistics Department takes overall charge of the management of state assets in the whole army while various logistics organs (joint logistics department) take charge of the management of state assets at their respective levels.
