Yesterday, Liang Guanglie, member of the Central Military Commission and chief of the general staff of the PLA, met with in Beijing 10 individuals who have become talents through study and 10 advanced Youth League organizations in the units under the General Staff Headquarters (GSHQ) of the PLA in promoting talents cultivation. At the meeting, Liang praised them for the significant contributions they have made to the army building and encouraged them to cherish this honor, and continue to make progress and fresh achievements. Liang also encouraged them to make new contributions to the promotion of military changes with Chinese characteristics and modernization drive of the army.
In recent years, the Party committees and political departments at various levels of the General Staff Headquarters of the PLA have taken the important thought of "Three Represents" as guide to their action and earnestly acted on the important directives of Chairman Jiang Zemin of the Central Military Commission. They attached great importance to the youth work in the army, and carried out the learning-to-be-talents activity in a deep-going way, which has not only accelerated the growth of outstanding young and middle-aged talents in the GSHQ of the PLA, but also effectively promoted the successful fulfillment of various tasks centering on military struggle preparations. As a result, a batch of outstanding individuals who have become talents through study and outstanding units in talents cultivation have emerged, and Guo Tiande, an NCO of the Signal Department of the GSHQ is one of them, who has been selected as one of the pacesetters at the 5th "Top 10 Pacesetters Who Have Become Talents Through Study in the Armed Forces".
