The reporter learned from the conference sponsored by the General Armaments Department of the PLA to boost the implementation of "Regulations of the PLA on Equipment Procurement" among the national defense industry groups that, since the promulgation of the regulations, a batch of equipment have been procured through bidding, which greatly reduced the equipment purchase fee and uplifted the equipment procurement effectiveness.
In order to establish a coordinated, orderly, standard and effective equipment procurement working system and further standardize equipment procurement, the General Armaments Department of the PLA has drawn up 5 auxiliary laws according to related regulations and requirements of "Equipment Procurement Regulations" since last year, which have formed the basic rules and regulations system for the equipment procurement work of the army. For over one year, the General Armaments Department has been encouraging related equipment procurement departments to implement such procurement methods as public bidding, invitation for bid, competitive negotiation, thereby, improving its effectiveness greatly. For example, since the shift from independent procurement by individual service and arms to competitive centralized procurement, the price for a type of aircraft refueling truck has been slashed by 20%, and 28% for that of military-purpose computer and network equipment. The procurement of truck for military use through invitation for bid has also sharply reduced the price in comparison with the previous designated procurement. The implementation of competitive procurement has not only directly reduced the procurement price, but also enhanced the equipment quality and after-sale service.
