How come that a migrant worker has become a citizen of a special economic zone under the special approval of the mayor of Xiamen, a city in southeastern China's Fujian Province? How come that an ordinary securities guard has become a policeman under the special authorization of the Ministry of Public Security? On April 8, Zeng Zhiqiang, a demobilized solder, who is now a policeman at Xiamen Railway Station and is nicknamed by local people as " Magic Eye of Ludao" , and has been awarded as one of the "Top Ten National Security Guards" by the Ministry of Public Security told the reporter with emotion: "The first-rate quality which I had acquired in my military career has now become the best qualifications for my present job."
During his days in the army, Zeng served in a frontier unit in Tibet for 5 years, during which he was awarded the title of "Training Pacesetter" and "Outstanding Soldier" every year. After being demobilized, he left his hometown Anyue County in central China's Sichuan Province for Xiamen and was employed as a security guard by the police station of Xiamen Railway Station. For years, he has assisted the local public security departments to crack over 380 criminal cases and seized 65 guns, and he has developed a set of skills to identify criminals at the first sight. With his unique acuity and wisdom, he once captured a murder suspect on a train with the assistance of on-duty policemen, and avoid occurrence of a major criminal case.
Zeng has been awarded one of the "Top Ten Outstanding Service Models" by the Public Security Bureau of Fujian Province, "Advanced Individual of Public Security System" by Shanghai Railway Public Security Bureau and the honorable title of one of the "Top Ten National Security Guards" by the Ministry of Public Security, and one of the "Top Ten Security Guards" jointly awarded by All-China Federation of Trade Union and the Central Committee of the Youth League. In 2002, the mayor of Xiamen City gave special approval to allow Zeng's whole family to move into Xiamen as permanent residents. In January 2004, with special authorization of the Ministry of Public Security, Zeng has become a formal policeman, which is the first case in China.
