Right after the adoption of the Amendments to the Constitution by the 2nd Session of the Tenth National People's Congress, the PLA general headquarters/ departments organized their officers and men to earnestly study and implement the Constitution in light of their specific situations in line with the arrangements of the Central Committee of the CPC and the Central Military Commission.
The PLA General Staff Headquarters, General Political Department, General Logistics Department and General Armaments Department called meetings respectively to study the Constitution, especially the Amendments to the Constitution. The officers and men of the PLA General Staff Headquarters said during their study that to study and carry through the Constitution means that the army must observe the provisions of the Constitution, the laws and regulations in army building and must see to it that laws must be observed and strictly enforced and violators must be brought to justice. Efforts must be made to enhance the awareness of laws and disciplines, improve the capability of handling affairs in line with the related laws and regulations, and strictly carry through the principle of running the army according to laws in army's various undertakings and strive to follow standardized, institutional and legal lines in army building.
The officers and men of the PLA General Political Department held that in order to study and carry through the Constitution in a deep-going way, all the officers and men must be made to understand the profound significance of letting the important thought of "Three Represents" to play guiding role in our national political and social life, fully understand the scientific connotation of promoting the coordinated development of material, political and spiritual civilizations, earnestly establish and carry through the scientific viewpoint of development so as to safeguard the legitimate rights and interests of the broad masses of people and the officers and men according to law.
The officers and men of the PLA General Logistics Department noted that they would carry through the activities of studying and implementing the Constitution into their logistics work and take the regularization of the army as the fundamental target of being strict with the army and study in a deep-going way the laws governing the regularization of the army in the context of the reform and opening-up and development of the socialist market economy, earnestly deal with new situations and solve new problems in army's logistics work in recent years and push the regularization of our army to a new height so as to provide powerful guarantee for the IT application in the army and wining the informationized war in future.
The officers and men of the PLA General Armaments Department expressed their determination that they would vigorously promote the constant development of armaments under the guidance of the spirit of the Constitution. In order to run the army strictly in accordance with laws, efforts must be made to strengthen army disciplines, combine centralized education efforts with daily educations so as to incorporate fostering of the sense of disciplines into army's daily education and management.
