Deputy Xu Xiaoyan:Exploring rules and features governing informationization process
How to break the vicious circle in our army's IT application drive? Today Deputy Xu Xiaoyan pointed out that efforts must be made to speed up the establishment and perfecting of the related leadership system in keeping with the features and rules of informationization.
Xu believed that as the informationization of the army had just started, "what we are going to develop" and "how to develop", these questions have a direct impact upon the boosting of combat power of our troops, therefore we must do a good job of "control". First we should exercise "control" from the top level, and put forward comprehensive, clear, binding and operational blueprint; second, we should exercise "control" from the foundation to establish a complete and unified information infrastructure to be shared by the whole army; third, we should exercise "control" in light of missions to ensure various business systems to carry out coordinated actions according to unified planning, and on this basis, we can properly handle "giving free hands" to various departments so as to encourage and protect their creativity.
Deputy Yang Xuhua: Boosting regularization of our army by sticking to running army by law
In order to run the army strictly according to law, the leading cadres must really know the related laws and set a good example in the execution of the laws. Today Deputy Yang Xuhua noted in his speech that in order to improve the capability of leaders to handle affairs, leaders should take the lead in studying the related laws, run the army according to law and be strict with themselves.
Yang said that, in order to realize"laws must be observed and strictly enforced and violators must be brought to justice", leading cadres must cultivate their ability to handle affairs according to the laws, in addition, efforts must be made to educate the troops to act strictly in line with the related rules and regulations. Efforts must be made to carry out in-depth study of orders and regulations and improve the ability of the organs at various levels in their execution of the laws and enable the officers and men to be more conscious in studying and abiding by the laws, so as to speed up the regularization of our army.
Deputy Huang Xin: Establishing a new national security concept in light of requirements of the situation
In his speech Deputy Huang Xin pointed out that, along with the change of international situation and rapid development of science and technology, China's national security shows many new characteristics and new situations. For example, importance of information security is notably going up, the military security has broken through the conventional boundary, and financial security is becoming increasely prominent. In view of this, we should establish a new national security concept, and set up a national security advance warning and handling system as soon as possible on the basis of building up our overall national strength. He suggested that efforts should be made to perfect coordinating organization for national security, establish national security advance warning and supplementary decision-making system, speed up legislation for national security and improve the capability of leaders to handle national security crisis.
Deputy Huang Zuoxing: Further boosting strategic capability of our army
Deputy Huang Zuoxing said in the world today, the new global military changes are taking place at deeper level and in greater scope, there appeared to be a "times gap" between the developed countries and the developing ones in terms of military technological modality. We should firmly grasp the important strategic opportunity to vigorously strengthen the army by relying on science and technology, increase investment to the development of science and technology and build up the strategic capability with the PLA characteristics.
