"Without strong ideological and political work, it is impossible to promote military changes with Chinese characteristics." Lu Jiancheng, political commissar of the Armed Police Chongqing Contingent, said that political work should keep pace with military changes. He maintained that the combat awareness of political officers should be intensified and the political departments' training for war should be strengthened to meet the new requirements for ideological and political work posed by military changes with Chinese characteristics.
He suggested that a cooperative mechanism be established among military and civilian universities and colleges and political departments of the troops to carry out research on what roles political work should play and how to do political work in high-tech wars, how to improve political work through the application of modern technologies, and how to do political work according to law.
