Deputy Xu Xiaonan: Law on maritime search and rescue operation should be enacted as soon as possible

  Out of his professional sensibility, Xu Xiaonan, a deputy of an aviation unit under the South China Sea Fleet of the PLA Navy, noticed that a total of 238 major marine disasters occurred in China last year, which has increased by three times as compared with 15 years ago. He has now included these data into a proposal entitled "On Maritime Search and Rescue Methods."

  Before putting forward the proposal, Xu Xiaonan visited many related departments, including maritime affairs, military units, maritime police, fishing affairs, civil affairs and meteorology departments, and found that there was a lack of coordination among the search and rescue organizations of these departments, besides, the professional capability of maritime search and rescue operation for these organizations was relatively weak and their equipment was not advanced enough. He believed that related laws and regulations should be established to standardize the maritime search and rescue operations and improve maritime search and rescue capability. Therefore, he put forward concrete legislative suggestions from 10 aspects, such as legal bases, rights and obligations, operational mechanisms, etc.
