"At this meeting, I made a proposal to establish a mechanism for sharing military resources. " Liu Baosheng, deputy chief engineer of a PLA Air Force research institute told reporters on March 9.
"It's obvious that resources pooled together are much greater than those scattered around. Though China has many military research organizations, but they are doing things on their own without mutual coordination or communication, thus they have not formed a strong resultant force." he added.
To solve this problem, Liu submitted following suggestions: Firstly, to establish a information circulation system for important scientific research resources to inform all research institutes of the important scientific research findings, existing scientific research facilities of the PLA, so as to create favorable conditions for these organizations to know each other; secondly, to build an examination and approval system for sharing scientific research resources, through which authorized units would be allowed to enjoy the resources free of charge.
