How to precisely and completely understand the comprehensive, coordinated and sustainable development? How to make due contribution to the common progress of the material civilization, political civilization and spiritual civilization? In recent days, the military NPC deputies and CPPCC members conducted heated discussions on these topics of common concern.
The situation of coordinated development is a hard-earned result
The discussion in Room 724 of Beijing Jingxi Hotel started with the discussion about the solemn pledge included in the "Government Work Report" by Premier Wen Jiabao that the agricultural taxes will be rescinded in five years. Li Guanglu, deputy from a frontier defense regiment of the Xinjiang Military Area Command said with emotion that why could we lower the agricultural taxes rate by an average of over one percentage point annually from this year on? On one side, it reflects that the Party and government are truth-seeking and pragmatic, and are determined to solve the problems in agriculture, rural areas and farmers. On the other side, it reflects that China's three civilizations are at coordinated development, which has laid a solid and credible foundation for solving problems in agriculture, rural areas and farmers.
The result of the coordinated development of three civilizations is conspicuous. Deputy Luo Zhenjiang still has a fresh memory of the decisive decision made by the central government in fighting against SARS. The central and local governments allocated over 14 billion yuan special fund for that purpose, reduced and exempted the administrative fees for sectors which were affected most by SARS and 15 government-related funds. They think that without certain economic strength, it is impossible to do this. At the same time, in the face of frequent natural disasters, such political civilization and spiritual civilization fruits as efficient government and ethics have withstood test, which reveals their indisplaceable integrated functions.
Coordinated development reflects new style of exercising the state power
The coordinated development of three civilizations has brought tangible benefits for the people, which is beyond the expectation in many aspects. The military NPC deputies also showed their attention to this aspect.
Li Guangqi, deputy from the Second Artillery Force, said that except confidential papers, all official documents were promulgated on the government websites in many places, Beijing Municipal Government also issued the documents in the form of government bulletin. Shenzhen Municipal Government pledged that the civilians have the right to refuse to carry out documents that have not been promulgated officially.
Fang Renying, deputy from the PLA Macao Garrison said that people from all walks of life in Hongkong and Macao spoke highly of the coordinated development of three civilizations. They all thought that China's material civilization was very stable, the political civilization progressed steadily, the spiritual civilization fruits were numerous. As a result, the civilians are satisfied with and confident of the Party and government.
Military has the responsibility to promote coordinated development
The coordinated development of three civilizations complies with the development rules of human society and embodies the rule of socialist construction. The military NPC deputies and CPPCC members think that there should be no shrinking of the responsibility of promoting the coordinated development and the army can make contribution to it.
The material civilization is the premise and basis for all progresses. We must spare no effort in carrying out the central task of economic construction. Deputy Wan Rangxin from the Nanjing Military Area Command is of the opinion that if only the army sticks to the guideline of coordinated development of national defense and economic construction, and positively explores the mechanism of giving attention to both and mutual promotion, the modernization level will be uplifted greatly and the step of the military changes with Chinese characteristics will be accelerated greatly.
The political civilization is the system guarantee for building socialism with Chinese characteristics. The essence of promoting democratic politics of socialism is to combine organically the three aspects, to wit, to adhere to the leadership of Chinese Communist Party, to make people the masters of the country and to run the country in accordance with the laws. Deputy Zhaxi Duji considered that the armed forces had been an important force representing the political advantage of the Party and nation, and an exemplary implementer of the lines, guidelines and policies of the Party. In the new period and new century, we must inject new energy to political civilization building with reform spirit on the basis of inheriting tradition.
The spiritual civilization is the indispensable spiritual impetus and intelligent support for building a well-off society in an all-round way. The armed forces must remain at the forefront of the society. Many deputies put forward that we must combine such spirits as "fighting flood spirit", "fighting SARS spirit" and "manned spaceflight spirit", which epitomized the cream of the times, with such revolutionary traditional spirits as "Jinggangshan Spirit", "Long March Spirit" and "Yan'an Spirit" and try to set an example and gain obvious results in the study and implementation of the important though of "Three Represents" and the spirit of the 16th National Congress of the CPC.
